Why don’t you use chained commands, or better yet simply create an alias that chains down/up, then use the alias instead?

Not sure where you are confused. If any part of this feature is active by default I will disable it.
I’m ready to deactivate it if it comes with any active component.
Two things you can do to see if it is software/config related:
Test a live USB of the same Mint version.
Create a new user and log in to that account and test it.
It is just about steamOS though.
